DHAKA: Law, Justice and Parliamentary Affairs Minister Barrister Shafiq Ahmed Tuesday said the people who apply the state power do the corruption, not the farmers and labourers.
“Around 95 percent people of the country are farmer and labourer and they do not do the corruption. It is those who apply the state power who are in corruption,” he said.
If the powerful section is not ‘managed’, even a file does not move, Shafiq said citing practices in the public offices.

Shafiq said prevention of corruption cannot be possible with mere publication of CD, books and by arranging meeting.
"Conscience is the biggest convention for preventing it,” said the Minister.
Cabinet division`s acting secretary Mohammad Shahidul Haque chaired the function while state minister for law Advocate Quamrul Islam, representative of BRAC University Rijwan Khair, representative from GTZ Saiful Islam also spoke.
